Another assumption: if last range here something like 'A' -'F' I doubt 
that even in India HEX numbers are written in national way. If they are 
something like 'A' - 'F' they should be removed from XDIGIT and TODIGIT.
In that case there is missing corresponding TODOGIT part of DIGIT section.
