Why do I get this on FreeBSD 4.6.2-RELEASE and not 4.5-RELEASE:

# chmod 700 /var/empty
chmod: empty: Operation not permitted

I do not have kernel security on and I can change permissions on all other
directories. What is locking me out of doing a chmod on /var/empty as root?
