Does the kernel automatically nice down long running processes? I have
noticed several processes being niced down to '4' despite my best
efforts. Is it possible to tune what value these processes get niced to,
and when it happens? I've checked sysctl but there doesn't seem to be an
appropriate parameter to tweak.

This is with 2.1.0-RELEASE
