No.  From what I understand, 4.3R will have this:

1) RELENG_4_3_0_RELEASE symbolic tag to mark date as usual.
2) RELENG_4_3_0_BP branch point tag created.
3) RELENG_4_3_0 branch, to be maintained only for security fixes.

Future releases will probably be done in this way, to allow easy
updating of releases on production servers for security fixes.
