You pass on of the files from http://unicode.org/Public/cldr/1.5.1/posix.zip.
It outputs a file like
http://p4web.freebsd.org/@md=d&cd=//depot/projects/soc2008/konrad_collation/&cdf=//depot/projects/soc2008/konrad_collation/colldef_in.src.simple&sr=142956&c=vAv@//depot/projects/soc2008/konrad_collation/colldef_in.src.simple
to be fed into my colldef program.

Yes, off course.
But this script will not be the main one, there will be another
generating data for all locales calling this script, so I will write
the man page when the top level is done.
But I will add more comments to the beginning of script soon.
