I figured out a better way than the pre-everything:: lines

CONFIGURE_ENV=  CPPFLAGS="-I${WRKSRC}/src/vigra_impex 
-I${WRKSRC}/include -I${LO
CALBASE}/include"

The problem was it was finding newer non-compatible vigra headers in 
LOCALBASE/include/vigra.
