The criteria I gave was a general set of guidelines which the members of the committer's list has been historically known to follow. Since one of the goals is (or should be; it's unstated) to allow as much participation as possible, and another is to allow commercial use of the Base OS and as much of the user space code as possible, you can pretty much derive everything I said from taking those two as axioms. Jordan has pointed out that there is a "submitters" section in the handbook (online at www.freebsd.org), and has stated that he is considering updating it with more formal information. Have you looked at the current criteria in the handbook today? I believe it is intentionally less formal than it could be to encourage as wide a set of participants as possible.
