I dislike this scheme in general - it adds unnecessary complexity. It is
temporary acceptable for languages with no separate subdirectory in ports,
but gains nothing for languages with separate subdirectory, like Russian.
Moreover, ispell port comes with several embedded languages - this scheme
is acceptable for them too. Russian is not embedded language in ispell
distribution.
