Unfortunately, if you later upgrade to an Apache-FP server, the fpadmsrv.exe
not work with {Access/Resource}Config directives set to /dev/null.  The best
thing to do is to have the {Access/Resource}Config directives set so that
they point back to the httpd.conf file.
