Well, after beating on it for a while (and running tpctl from a floppy) I 
found out that lots of devices (video, sound, usb) are sharing IRQ11 with 
pcmcia :-( Stupid Wintel hardware!

This doesn't cause any problems in Linux or OpenBSD, but for whatever 
reason, it is creating grief for me in FreeBSD. I'm going to attempt to 
remove the IRQ sharing between the devices and see what that does.
