RFC3042 was enabled by default in rev. 1.218 of tcp_input.c. You may disable
it by setting the following in /etc/sysctl.conf:

net.inet.tcp.rfc3042=0

IMO if you're running a production server you may want 5.2-RELEASE
(RELENG_5_2), or have to accept some instablity of -CURRENT bits. In
addition Jeffrey's commit (Rev. 1.220) should have fixed this issue.
