If WITHOUT_NOUVEAU is _not_ set, then you are building
an older version of mesa.

See graphics/libGL/bsd.mesalib.mk (which affects
other ports like graphics/libdrm, graphics/dri, etc.).

As is often the case, see ports/UPDATING.
