and it is a good idea as at least one court case that I am aware of has 
suggested that a login prompt may constitute an invitation to use a system.  
However IMHO, if used in a corporate scenario,  such banners  do not remove 
the responsibilty of the administrators/ HR / PHB types to gain informed 
consent from users of the system in question.
