Fresh ports directory.

${ENV} is not defined in bsd.*.mk files, but it is used in /bin/sh
as startup script. 

>How-To-Repeat:

Define some startup script for /bin/sh without exec permission 
(sh need not) and try make in ports/devel/tcltls.
You see:

where /home/babolo/.bashrc is my /bin/sh startup script without x permission
