When attempting to make diablo-jre16, a fetch error occurs: the files are restricted, but the download location is not given.

I gather the download location to be: 
http://www.freebsdfoundation.org/downloads/java.shtml
and the file that I personally need to be:
diablo-latte-freebsd7-amd64-1.6.0_07-b02.tar.bz2


# make fetch

 Because of licensing restrictions, you must fetch the distribution
 manually.

 Please place the downloaded file(s) in /usr/ports/distfiles.
