Without seeing the 'actual' message, I'm only guessing here.  I think
that the problem is simply a matter of the proper permissions/group
combination.

Make a 'floppy' group, and put all the users you want to have access to
the floppy devices in it.  Then chmod 660 the proper device files :)

What exactly is the problem?  Can you mount the floppy and see the
contents of a .tar.gz file with the following commands?

	# mount -t msdos /dev/fd0 /mnt
	# cd /mnt
	# zcat some-archive.tar.gz | tar tvf -
