It is certainly possible to have a CPU failure that results in
a CPU constantly overheating.  In fact I've seen some components
to where they are fine until the day that they overheat, and
from that point on they will always overheat.

If you swapped the CPU's and the overheating follows the CPU
then most likely that CPU is bad and needs replacement.
