  Actually, this is what I do:

	On the new machine:
		vipw

	Read the old /etc/master.passwd from the old machine.
	Edit out duplicate entries (like "root", "toor", "uucp", etc...)

 *poof* - you're done.

 This assumes you're using the same encryption scheme on both machines.

 The result is that every has the same passwords they had before, 
the same UID, GID, etc...

 Then, you simply need to copy all the /home/user directories to
the new machine & you're finished.
