i bet you must have stale files in /usr/src/bin/csh -- your cvs/cvsup/etc
didn't remove those for some reason. your /usr/src/bin/csh should be:

$ ls -l
total 61
drwxr-xr-x  2 jkb  jkb    512 Jul  9 15:50 CVS/
-rw-r--r--  1 jkb  jkb   2730 Jul  7 14:24 Makefile
drwxr-xr-x  3 jkb  jkb    512 Jul 11 09:27 USD.doc/
