I was building xfig and in the progress was building netpbm. netpbm failed build with errors on tiff support. I had an older version of libtiff, but it still was named libtiff.so.4. I had tiff-3.4.?; after reinstalling tiff (to 3.5.5), netpbm was able to build fine.
