Can you please describe what is happening _above_ the panic message?
Which system version did you use?

For version 2.0-RELEASE, the floppy disk driver had a bug that caused
exactly your symptoms for (at least) any machine that has a NEC 72065B
(or compatible) FDC chip.  You will find something like

fd0: hard error reading ... <no_am>

in the messages above the panic.

This is fixed in newer versions, e.g. the 2.0-950210-SNAP.
