One of a few things:

1.  It's going hunting for something, maybe CD media.  Give it a bit.
2.  You're being bit by the sio probe bug.  Try disabling sio3 and 4 
and try it.  If that doesn't work, disable all of them, and see if that 
helps.
3.  Bad boot floppy.  Try a clean, error-free disk.
