Not so.  The test is if 'NOPERL' is *defined* or not:

    % find /usr/src -name Makefile -print | xargs grep NOPERL
    /usr/src/gnu/usr.bin/Makefile:.if !defined(NOPERL) && exists(${.CURDIR}=
/perl)

It doesn't matter what the value of $(NOPERL) is.  You can set it to
NOPERL=3Dno, but that has exactly the same effect as setting it to
NOPERL=3Dyes or NOPERL=3Dlastthursday.  In all cases it stops perl being
built as a standard part of 'make buildworld'.
