dump.  cpio with non-braindamaged formats (newc, crc; perhaps a hp format).
pax with non-braindamaged cpio formats.  tar can only handle 18 bit device
numbers.

Files with a too-large device number cause an error at archive creation
time for the FreeBSD version of tar, cpio and pax.
