you should add ms.gov.cn to your /etc/sendmail.cw file,
also you should enable it from /etc/sendmail.cf 
(it is the file which says sendmail to receieve emails for
which domains and not to receive)
we had the same kind of problem here...
let me know if it works after you add it there
