Standard policy for nuking ports has always been to mark
them EOL with a notice of their impending deletion on XXX
date. So that people who would be adversely affected have
1) time to make the necessary arrangements to accommodate
its removal 2) the opportunity to make a case against its
removal.
The logs indicate this wasn't ever done for llvm39.
Why?
