Apache and Apache-SSL are two different things.

apache_1.3.9+ssl_1.37.tar.gz is actually a set of patches against Apache
for enhancing it with SSL and is meant to be installed into a previously
unpacked Apache distribution. This of course means that it's useless
without the corresponding Apache package.

1.3.12 is the current version of Apache, so it's probably time to update
your ports. I'd do that first and then repeat the procedure as laid out in
the book.
