Recent beta versions of m0n0wall (a FreeBSD-based firewall) have
captive portal support.  I haven't tried this feature personally, but
I'm pretty sure there's RADIUS support.

As another poster pointed out, I don't think the Hermes-based cards
can do hostap mode.  The Prism- and Atheros-based cards can.  See the
wi(4) and ath(4) manual pages for more details.
