in /usr/ports/graphics, a grep for those programs in */pkg/PLIST shows:

jpeg/pkg/PLIST:bin/djpeg
netpbm/pkg/PLIST:bin/pnmscale
netpbm/pkg/PLIST:bin/ppmquantall
netpbm/pkg/PLIST:bin/ppmtogif

Looks like you want the graphics/netpbm and graphics/jpeg ports.
