You're right.  After doing this:
ifconfig lo0 127.0.0.1 up, it works fine.  Wonder why it's not coming up=20
normally?  /etc/default/rc.conf has it in there:
ifconfig_lo0=3D"inet 127.0.0.1"   # default loopback device configuration.
