Possible to add localbase to USES, instead of CPPFLAGS and LDFLAGS defines,=

I'm not sure about OPENSSL_CFLAGS=3D"-I/usr/include", which configured to r=

location of so called base OpenSSL libraries. The security/openssl(-devel) =
port
installs include and lib directories to ${LOCALBASE}, which may be found fi=
rst,
because of -isystem paths of Mk/Uses/localbase.mk. Therefore, I didn't prop=
ose
USES+=3Dlocalbase.
