Hmm, peeking at bttv, it has differing switches
for the Philips SECAM, and comments there give
also the impression that some PAL/SECAM modules
can change the norm on the fly (nice).

Find this line on brooktree848.c

{ 0xa0, 0x90, 0x30,0xa4 } },         /* the band-switch values */

and try changing to

{ 0xa7, 0x97, 0x37,0xa4 } },         /* the band-switch values */

Note that there are multiple such lines, use the one
You selected.
