 This has been discussed several times, without a satisfactory answer
 unfortunately.
 
 You're right, not restarting the apache daemons is a security risk,
 but equally it's a risk to restart them automatically on upgrade in
 case it chokes on the config files etc.
 
 Perhaps a wider audience may be found on ports@?
