At first, compile foo.tex to foo.dvi file by LaTeX.
Then, "dvips foo.dvi" reports that dvips cannot found tex.pro and
no PS file is created.
Both LaTeX and dvips are installed by ports/packages.
dvips which is configured and installed manually (without ports)
does not perform this problem.

I used ja-jlatex209-ntt-1.52 and ja-dvipsk-5.78a.

The dvips port seems to be corrupted; install dvips manually.
