You can use something like the following (not tested)

LOCAL_RULESETS

SLocal_check_rcpt
R$*			$:$&{auth_authen}
R$+			$:$(access auth:$1 $: ok $)
RREJECT			$#error $@5.7.1 $:"550 Access denied"


Then, in your access map, use an entry

auth:user		REJECT

for any user that is not permitted to use email authentication.
