That doesn't sound right.  I don't have emacs installed, and

% ls `pkg info -l libidn | grep \.el`
/usr/local/share/emacs/site-lisp/idna.el
/usr/local/share/emacs/site-lisp/punycode.el

So I'd keep looking for the reason.
