This means that the boot disk creation failed.

Try this:

1)  If you are running Win95, find a DOS boot disk, boot it, and run
rawrite under that.
2)  Try re-downloading the boot floppy image, this time making sure you
are using binary mode.
3)  Use a brand new, formatted, error-free floppy.
