There is a DOS utility on driver disk 1, with it you can turn off
auto-negotiate and lock the card down to either 10 or 100 MB, i am pretty
sure that is what this is referring to.

If you don't have the disk, download

http://support.3com.com/infodeli/tools/nic/3c59x/3c59xn.exe

the EXE you will need to run is 3C59XCFG.EXE
