No. But you can run Netscape on the bare X-Interface,
without any window manager.
All you have to do is to create a new
/etc/X11/xinit/xinit.rc
with the single line

exec netscape

in it.
If you are looking for a text-console browser you have the
choice between lynx, links and w3m .
I prefer links, but would not risk a flame-war about it.
