Thank maxim, but i cannot find any ftp/etc/.  

The other machines which do not have this problem also do not have any ftp/etc/. environment.
please advise.  thank you.

You need to put a correct localtime file to the ftp environment.
E.g. cp /etc/localtime ~ftp/etc/.
