FWIW, I played a bit with gst-play-1.0, it wouldn't start at all without
gstreamer1-plugins-mpeg2dec and gstreamer1-plugins-mpeg2enc 
however, trying to play MPEG-2 with those installed results in-

libva info: VA-API version 0.37.0
libva info: va_getDriverName() returns 0
libva info: Trying to open /usr/local/lib/va/i965_drv_video.so
libva info: Found init function __vaDriverInit_0_37
libva info: va_openDriver() returns 0
0:00:15.1 / 0:00:14.8                     

but the video output is blank (green to be precise).

But... all videos played with gst-play-1.0 are green anyway
for some reason.
