You can edit /etc/syslog.conf so that nothing goes to /dev/console.
This is a bad idea.  Rather use another vty.

See the syslog.conf(5) manual page for details.  Don't forget to send
syslogd a HUP signal so that it rereads /etc/syslog.conf after you've
edited it.
