Alpha SMP should now work fine.  Also, UP Alph amachines should be able to run
SMP Alpha kernels.  I may have broken the build for ia64 with this. :(  I'll
cvsup my laptop and fix it if so.  The powerpc mp_machdep.c file will also need
catching up at some point, but I'm going to let this settle a bit before doing
that.
