Are you sure you're using BSD make and not GNU make? Perhaps a port
installed GNU make as make, or your PATH is set up in such a way that
GNU make runs instead BSD make?

### BSD Make
server# make -v
make: no target to make.

### GNU Make
server# gmake -v
GNU Make 3.80
