Anyone who has ever worked with, or in, an organization such as IBM knows
that PR is everything. Especially at IBM -- a company which has been
marketing-driven (sometimes to its own detriment) since Watson founded
it. 

IBM does use BSD internally, but its Linux efforts get the hype merely
because Linux seems trendy.
