I am hardly an expert, but my best guess would be something along these lines...

A. dedicate the whole system to just e-mail
B. shutdown the telnetd, sshd, rshd and ftpd
C. remove those entries from the inetd.conf
D. add each user with adduser and set the default shell to /sbin/nologin
