This patch reduces functionality.

you can already force port or base version by:
WITH_OPENSSL_PORT=yes 
WITH_OPENSSL_BASE=yes 

OPENSSLBASE will be set correctly.

If ony USE_OPENSSL=yes is set:
On older releases this will install and use the port,
when the the base openssl is too old.

The good versions in bsd.openssl.mk
may be updated once the base is fixed.
