I started having this same problem with a few other ports and decided on a whim to rebuild libtool from ports; I had previously acquired it from pkg.FreeBSD.org. Quagga and my other ports started building just fine. What's strange is that the version of libtool from pkg.FreeBSD.org was 2.4.2_2 and the one in ports was the same; not even the port revision was different. Something wrong with libtool on pkg.FreeBSD.org? (forgot to CC bug-followup@)
