You can use giftopnm instead....

 * And is there any reason for having netpbm but not pbmplus?

I had the impression that pbmplus is not supported by the original
author any more (the last release was in Dec '91 if I remember
correctly) so some people came up with a new package called netpbm,
which includes everything in pbmplus and more....
