If you mean Compiled HTML files as used by Windows, there is a non-free
convertor to plain html: http://chm2web.aklabs.com/

There are also free readers for UNIX available:
xCHM: http://xchm.sourceforge.net/
GnoCHM: http://gnochm.sourceforge.net/
